Here's a look at what we are working on for tonight's broadcast of The CBS Evening News from Anchor and Managing Editor Katie Couric:

Hi everyone,

President Obama signed the massive tax cut bill today. Costing $858 billion over two years, the package keeps the Bush tax rates for all taxpayers, offers 13 months of extended unemployment benefits, and includes a payroll tax cut for all workers. CBS News Congressional Correspondent Nancy Cordes reports on the impact of the bill signing tonight.

Good news today for victims of Bernard Madoff's Ponzi scheme. Federal prosecutors announced a deal to recover $7.2 billion from the estate of philanthropist Jeffry M. Picower who may have been Madoff's single biggest beneficiary. It's the largest single civil settlement in U.S. History. CBS News Chief Investigative Correspondent Armen Keteyian has that story tonight.

It's the home stretch for the holiday shopping season. It's looking like the best season in years for retailers. Economists are predicting that hiring and even housing will pick up in 2011. CBS News Senior Business Correspondent Anthony Mason will have the economic forecast tonight.

Warren Sallach was suffering from non-Hodgkins lymphoma when he received a blood stem cell transplant. The donor? Matt Hoffman, a senior defensive end at Rowan University. They had never met, until this week. CBS News Correspondent Wyatt Andrews was there for the emotional meeting, and will have that story for you tonight.

ON SATURDAY, RUSS MITCHELL ANCHORS FROM NEW YORK

DUMPING GROUND -- A recent study found that there are three times more mentally ill people in U.S. jails than in hospitals, and that 15% - 20% of inmates in our jails suffer from a mental illness. Many critics say jails have become a "dumping ground" for the mentally ill. Russ Mitchell will introduce you to at least one Ohio Sheriff who is determined to change that.

CHICAGO MURDER -- There is a code of silence in Chicago and the lack of cooperation has had a dramatic impact on the police department's ability to solve homicides in Chicago. In 2008, arrests were made in fewer than 200 of the 511 reported murders. Key witnesses fear retribution, and distrust of the police has lead to complete disengagement from the parts of the community. CBS News Correspondent Cynthia Bowers reports.

ON SUNDAY, RUSS MITCHELL ANCHORS A WEST COAST ONLY BROADCAST FROM NEW YORK

POSITIVE SIGNS? -- A new study will be released on Sunday evening about consumer spending habits. CBS News Correspondent Jay Dow takes a look at the holiday retail forecast and specifically the uptick in luxury goods this year -- a positive sign for the economy that consumers are willing to open their wallets again.

WASTED EDUCATION DOLLARS -- Public schools across the nation are crumbling. Teachers are being furloughed or laid off. Wait until you hear how some members of Congress have been spending your education tax dollars. CBS News Investigative Sharyl Attkisson

GAS PRICE TIPS -- When it comes to filling-up your gas tank, the numbers sure do seem to add up. Gasoline prices have hit a two-year high heading into the end of the year. In fact, the average national price of gas rose over the last week from $2.90 to $2.98 a gallon. These prices come at a time when Americans will take to the roads in record numbers. So what can you do to ease the burden at the pump? Personal Finance Expert Farnoosh Torabi, joins us with some interesting and useful advice on how to stretch your dollars at the pump.

PICTURE PERFECT HOLIDAY -- Holidays are prime time for family gatherings, and there's nothing more frustrating than trying to snap the perfect photo -- especially when you have a large family. So, joining us with some helpful tips on how to take that picture perfect family photo is Yvonne Berger, instructor at the Digital Photo Academy.

2ND CUP CAFE -- The multi-platinum band Plain White T's released their highly anticipated new album, Wonders of the Younger earlier this month. The lead single, Rhythm of Love is on track to become the band's next big hit. On Saturday morning they'll join our Second Cup Cafe and will perform Rhythm of Love and Christmas Won't Be The Same Without You.

CHEF ON A SHOESTRING -- Since opening his first restaurant in May of 2009, Chef George Mendes has taken New York by storm. George adds a modern, seasonal approach to create a menu perfectly balanced between rustic and refined, inspired by the Iberian Peninsula and his heritage. As our Chef on a Shoestring this week, Mendes will prepare a winter menu on our budget of just $40. He'll start with a bibb lettuce salad with honey crisp apples, walnuts and a mustard vinaigrette, for the main course he has a roasted chicken breast with lemon, thyme, mushrooms over a mashed potato puree. And finally for dessert he's prepared a baked bosc pear pastry with vanilla ice cream.

SATURDAY ON 48 HOURS MYSTERY, 10pmET/9CT

Here's an early preview of what's coming up on 48 HOURS MYSTERY: "IN TOO DEEP" from Correspondent Maureen Maher:

Laura Hall, an ambitious college student was deeply in love with her boyfriend Colton Pitonyak. They were both students at the University of Texas. But an early morning in 2005 changed everything. Laura received a desperate phone call from Colton. Laura showed up at his apartment, where Colton led her into the bathroom?and she discovered that there was a dead woman in the bathtub. That woman was Jennifer Cave. Police found Jennifer's body mutilated -- her hands and head had been cut off. The shocking murder sent a ripple through the Austin community.

The day after the murder, Colton and Laura fled to Mexico?which left investigators very suspicious. After a lengthy trial, Colton was convicted of murder, but Laura's involvement in the murder remained a mystery. After spending only 17 months in jail, Laura will face a new sentence hearing. Will justice be served? Correspondent Maureen Maher has been following the case from the beginning and has an update on 48 Hours Mystery: In Too Deep.
