Last friday Moody's S&P announced that they had [0]downgraded the U.S.'s
credit rating (leading to a pretty huge discussion on Slashdot I might
add). Since then more interesting news has come out, suraj.sun writes "In
a document provided to Treasury on Friday afternoon, Standard and Poor's
(S&P) presented a judgment about the credit rating of the U.S. that was
based on a $2 trillion mistake. After Treasury pointed out this error ��� a
basic math error of significant consequence ��� S&P still chose to proceed
with their flawed judgment by simply changing their principal rationale
for their credit rating decision from an economic one to a political one.
S&P incorrectly added that same $2.1 trillion in deficit reduction to an
entirely different baseline where discretionary funding levels grow with
nominal GDP over the next 10 years. Relative to this alternative
baseline, the Budget Control Act will save more than $4 trillion over ten
years ��� or over $2 trillion more than S&P calculated. S&P [1]acknowledged
this error ��� in private conversations with Treasury on Friday afternoon
and then publicly early Saturday morning. In the interim, they chose to
issue a downgrade of the U.S. credit rating."

wastewater (aka urine). The Colorado River Municipal Water District in
West Texas has broken ground on [1]a $13 million plant that will capture
treated wastewater and ready it for redistribution. After being run
through microfilters and undergoing reverse osmosis, slimy sewage is
cleansed with peroxide and ultraviolet light. This intense process
ensures that any pharmaceuticals and carcinogens are removed, and that
the H2O stands up to drinking water regulations."

The original Planet of the Apes had a lot going for it: a compelling
lead, an interesting story, a convincing world, a couple of good quotable
catch phrases, and of course the not-really-all-that-surprising twist
ending. Of course, it was a bit cheesy too. Different trailers for 'Rise
of the Planet of the Apes' had me concerned and excited: was it going to
be a Sci-Fi film, or an action film? I am pleased to announce that it is
mostly the former and it's totally worth checking out. Read on for my
brief review.

this past weekend. Initial reports have it that the activity was
coordinated not by Twitter or Facebook but by the relatively old-tech
method of BlackBerry messaging. Now the official Twitter account of RIM's
UK division has announced that it is '[2]engaged with the authorities to
assist in any way we can,' which presumably means that it's [3]handing
over messages sent by rioters. Is BlackBerry being a responsible part of
British society, or is it overstepping its bounds?"

the concept of a PC around an ultra thin-and-light chassis reminiscent of
the Macbook Air and with a standard CPU TDP of just 15W. Intel has
unveiled the reference [1]specs for ultra-notebook products they're
calling 'Ultrabooks.' The cheaper ultra-notebook model will be 21mm thick
with a BOM (bill of materials) between $475-650. A second, thinner model
(18mm thick) will have a BOM between $493-710. Unlike netbooks,
Ultrabooks will target the full range of consumer notebooks with screen
sizes ranging from 11-17 inches. Reports are surfacing that the new
systems will eschew the use of module-based components in favor of
directly soldering certain components to the motherboard. Other findings

any other data forever. The data can be accessed using any current DVD or
Blu-ray player. The M-Disc can be dipped in liquid nitrogen and then

study (PDF) backing up the resiliency of its product compared with other

material is used to produce the optical discs, referring to it only as a
'natural' substance that is 'stone-like.' Like DVDs and Blu-ray discs,

is no reflective, or die, layer. Instead, during the recording process a
laser 'etches' pits onto the substrate material."

few days have prompted U.S. government scientists to caution users of
satellite, telecommunications and electric equipment to prepare for
[1]possible disruptions over the next few days that could affect
communications and GPS satellites, leave thousands without power for
weeks to months, and might even produce an aurora visible as far south as
Minnesota and Wisconsin. 'The concern is if the electric grid lost a
number of transformers during a single storm, replacing them would be
difficult and time-consuming,' says Rich Lordan, senior technical
executive for power delivery and utilization at the Electric Power
Research Institute (EPRI). The largest solar storm in recorded history
was in 1859, when communications infrastructure was limited to
telegraphs. Some telegraph operators reported electric shocks, papers
caught fire, and the [2]Northern Lights appeared as far south as Cuba and
Hawaii. The first of the three solar explosions from the sun already
passed the Earth on Thursday with little impact and the second is passing
the Earth now and 'seems to be stronger.' "We'll have to see what happens
over the next few days," says space weather scientist Joseph Kunches.
'[The third storm] could [3]exacerbate the disturbance in the Earth's
magnetic field caused by the second (storm) or do nothing at all.'"

expediency's sake, Cisco's Chief Security Officer [1]proclaimed in 2007
that people 'need to be held accountable for their risk-taking,' noting
that CEO John Chambers drives home the point that 'information security
is everybody's responsibility' at Cisco. But instead of accepting
responsibility after a Cisco employee provided his ID and password to
ex-Cisco engineer Peter Alfred-Adekeye, the networking giant sic'ed the
Feds on Adekeye, who was [2]slapped with a five-count indictment by a

filing, was using the login credentials the Cisco employee provided him

An anonymous reader writes "For a while now there has been a lot of buzz
on a new [0]proposed censorship scheme in Turkey. The government wants to
crack down on [1]freedom of speech and other rights by preventing us from
accessing any websites it deems unsuitable. The reasons for that could be
criticism of the government, pornography and basically anything a
politician might dislike (YouTube is blocked for example ��� I'm not sure
about Google, etc., because I'm bypassing the filter). Right now the
state is using DNS-based filtering which can be circumvented with
[2]OpenDNS or proxy services which everybody knows about in Turkey. On
August 22, however, a new scheme will go into effect that uses IP-based
filtering. Bypassing this by any means is illegal, but I wanted to get
some opinions on how this could be done without having to set up a [3]VPN
server outside of Turkey and using it as a private proxy."

processing units to memory modules. According to the product page, AMD
Radeon for systems are 'ideally' suited for the company's APU and CPU

platforms.' Three different categories are currently on offer, roughly
matching AMD's APU/CPU product categories; Entertainment, Ultra Pro and

of the OpenGL 4.2 specification. Some of the new functionality includes:
"Enabling shaders with atomic counters and load/store/atomic
read-modify-write operations to a single level of a texture (These
capabilities can be combined, for example, to maintain a counter at each
pixel in a buffer object for single-rendering-pass order-independent
transparency); Capturing GPU-tessellated geometry and drawing multiple
instances of the result of a transform feedback to enable complex objects
to be efficiently repositioned and replicated; Modifying an arbitrary
subset of a compressed texture, without having to re-download the whole
texture to the GPU for significant performance improvements; Packing
multiple 8 and 16 bit values into a single 32-bit value for efficient
shader processing with significantly reduced memory storage and
bandwidth, especially useful when transferring data between shader
stages."

source of x-rays found in the constellation Cygnus. In 1971, astronomers
discovered that the x-rays came from the direction of a bright blue star
whirling around a mysterious dark object. They speculated that the x-rays
were resulting from material being torn away from the bright star and
falling onto the dark object, perhaps a black hole. This year,
astronomers established that Cygnus X-1 [0]does indeed harbor a black
hole, a dead star whose great gravity lets nothing, not even light,
escape. Now that result has [1]inspired a forecast for the system's
future: The black hole will swallow even more mass from an unfortunate
star circling it, then [2]likely dash away on its own when its companion

for the petascale Blue Waters system that was expected to go online in
the next year. The reason stated was that NCSA found IBM's technology
'was more complex and required significantly increased financial and

data center that is being built to house Blue Waters or if they will go
with another vendor."

According to South Korean authorities, North Korean computer experts were
tasked with [0]raising money by attacking the servers of popular online
games and using automated software to accumulate in-game enhancements
they could sell to legitimate players. "In a little less than two years,
the police said, the organizers made $6 million. The North Korean
computer experts were each required to send at least $500 a month back to
the Pyongyang government, the police said. It remained unclear how much
of the rest of their profits they pocketed for themselves, given
different layers of party and military officials involved in a typical
illicit operation. What appeared clear from the case, the police said,
was that North Korean agencies, increasingly hamstrung by international
sanctions, were exploring any new means to raise cash for Mr. Kim and
prove their loyalty."
