eldavojohn writes "As one of the creators of Mega Man, Keiji Inafune
remembers the days when Japan redefined video games. [0]He believes those
days are long gone as he reveals much in his criticisms of [1]Japan's
ailing game economy. Inafune says Japan is five years behind ��� still
making games for older consoles with 'no diversity, no originality.' When
asked why, he responds, 'A lot of designers, if they find a genre that
works for them, they stick with it. A lot of designers just stick to a
set formula. That doesn't work any more. You can't just tweak the
graphics, work just on image quality. You can't compete on that. The
business side is not keeping up with investment. You need to be prepared
to invest 4 billion yen or more on a game, and then spend 2 billion yen
more to promote it. But Japanese companies can't do that. So we're losing
out to the West in terms of investment in games. It's a vicious cycle, a
deflationary spiral. Because you don't invest, you can't sell games, and
because you don't sell games, you can't invest.' He compares making games
for Japan and the US to Sushi and basketball ��� two popular things but
each done in distinctly different ways by the two nations."

[0]angry tapir writes "Hewlett-Packard showed off a tablet computer that
[1]serves as a control panel for its new printer. The tablet browses the
Web and can be used as an e-reader. It has a 7-inch screen and can be
easily connected to HP's PhotoSmart eStation all-in-one printer. The
tablet can be used to move and print documents and images from multiple
media devices and can also be used to exchange content between the
devices. The display is a larger version of the 3.5-inch control panel
screens on HP's earlier Web-connected printers. The device is [2]focused
on providing access to content that can be printed, such as photos,
articles, e-mail, recipes or e-books."

[0]Bruce Perens writes "Codec2 is an [1]Open Source digital voice codec
for low-bandwidth applications, in its first Alpha release. Currently it
can encode 3.75 seconds of clear speech in 1050 bytes, and there are
opportunities to code in additional compression that will further reduce
its bandwidth. The main developer is [2]David Rowe, who also worked on
[3]Speex. Originally designed for Amateur Radio, both via sound-card
software modems on HF radio and as an alternative to the proprietary
voice codec presently used in [4]D-STAR, the codec is probably also
useful for telephony at a fraction of current bandwidths. The algorithm
is based on papers from the 1980s, and is intended to be unencumbered by
valid unexpired patent claims. The license is LGPL2. The project is
seeking developers for testing in applications, algorithmic improvement,
conversion to fixed-point, and coding to be more suitable for embedded
systems."

data center in Oregon were 'regularly' shot down by hunters, forcing the
company to put its cables underground. Hunters were reportedly trying to
hit insulators on electricity distribution poles, which also hosted
aerially-deployed fiber connected to Google's $600 million data center in
The Dalles. 'I have yet to see them actually hit the insulator, but they
regularly shoot down the fiber,' Google's network engineering manager
Vijay Gill told a conference in Australia. 'Every November when hunting
season starts invariably we know that the fiber will be shot down, so
much so that we are now building an underground path [for it].'"

paying dearly to roll with Oracle, giving up millions of dollars to
[1]settle the HP lawsuit that threatened to prevent him from working at
his new job. Hurd will forfeit about 345,000 restricted HP shares that he
was given as part of his HP exit package, which had a market value of
$13.6 million. In addition to announcing the truce against the backdrop
of Oracle's OpenWorld conference, HP and Oracle also [2]reaffirmed their
vows to each other."

Blacklaw writes "Canonical's Christian Giordano has posted details of
what he believes could be the future of user interface design in Ubuntu ���
a system that [0]detects physical context. Designed to be paired with a
webcam or other sensor system, the concept is that the computer is able
to detect where a user is in proximity to the display along with an idea
of roughly what he or she might be doing. Using this information, the
operating system ��� in this case, Ubuntu Linux ��� can automatically make
changes to the screen layout. For example, when the system detects that
the user has leaned back in his or her chair, the system automatically
makes the currently playing video full-screen. Lean forward again, and
the video returns to its previous windowed mode."

money. TechFlash reports that Microsoft CEO Steve Ballmer and Amazon.com
CEO Jeff Bezos have [0]contributed $100,000 each to an effort to defeat
an income tax on individuals in Washington state making more than
$200,000. The backers of Initiative 1098, which is set for the November
ballot, [1]include Bill Gates (Sr.), who has emerged as one of the most
vocal proponents of the income tax. Under the proposal, which has drawn
the ire of the Bezos and Ballmer-backed [2]Defeat 1098, no tax would be
due on the first $200K of income, 5% tax would be owed on income between
$200K and $500K, and everything above $500K would be subject to a 9% tax
(cutoffs are doubled for joint returns)."

have been Iran's nuclear program. "Last week Ralph Langner, a
well-respected expert on industrial systems security, published an
analysis of the Stuxnet worm, which targets Siemens software systems, and
suggested that it may have been used to sabotage Iran's Bushehr nuclear
reactor. A Siemens expert, Langner simulated a Siemens industrial network
and then analyzed the worm's attack. Experts had first thought that
Stuxnet was written to steal industrial secrets, but Langner found
something quite different. The worm actually looks for very specific
Siemens settings ��� a kind of fingerprint that tells it that it has been
installed on a very specific Programmable Logic Controller (PLC) device ���
and then it injects its own code into that system."

has an [1]open source implementation on top of Gallium3d which should
ease porting of games to Linux with or without Wine. While still in its
infancy, you can see where this is heading. All this while Microsoft
hasn't offered [2]DX11 for their own aging WindowsXP. Could it be that
Linux may soon support this Microsoft API better than Microsoft itself?"

me.' [0]125 YouTube videos are now on display at Guggenheim museums
around the world. The videos, chosen from more than 23,000 submissions,
are part of an exhibit called 'YouTube Play: A Biennial of Creative
Video', featuring both well-known YouTube hits and barely-seen works by
students. This group of videos will be narrowed down to about 20 entries,
which will be featured at the Guggenheim in New York next month." We ran
a story about this in June when [1]museum officials started accepting
submissions.

an unambitious sequel and coast on past successes, Sid Meier's

someone described the concept of the renowned 19-year-old turn-based
strategy series to a talented designer who'd never played it, and let him
come up with his own version. It's similar enough to be familiar to
veterans, different enough to be fresh, and its polish and accessibility
make it a great place for new players to pick up one hell of a Civ

[0]integration of instant search inside of its Chrome browser. Typing in
the URL bar will automatically bring up a search page, while URLs
apparently can be completed much faster as well. It seems as if Google
isn't running out of ideas for its browser anytime soon."

its Web page Tuesday morning, but not until a fast moving attack,
including at least two Twitter worms, [0]compromised hundreds of
thousands of user accounts. At its height, the attacks were hitting 100

victims at around 500,000 according to researchers at Kaspersky Lab."

Barence writes "PC Pro's Tom Arah has dug up some statistics that cast
severe doubt over Steve Jobs' assertion that [0]Flash is the technology
of the past, and Apple's iOS is the platform of the future. He quibbles
with Net Applications' assertion that iOS growth is 'massive,'
considering that mobile accounts for only 2.6% of web views, and the iOS
share stands at only 1.1%. By comparison, Silverlight penetration now
stands at 51% while 97% of web surfers have Flash installed, according to
Stat Owl. 'At least when Bill Gates held the web to ransom he had the
decency to first establish a dominant position,' Arah claims. 'In Steve
Jobs' case, with only 1.1% market share, the would-be emperor isn't even
wearing any clothes.'"

An anonymous reader writes "With the entertainment industry already
[0]getting laws to block certain sites, it appears they're interested in
expanding that even further. The latest is that at a meeting with ACTA
negotiators in Mexico, an MPAA representative apparently asked if [1]ACTA
rules could be used to force ISPs to block 'dangerous sites' like
Wikileaks. It makes you wonder why the MPAA wants to censor Wikileaks
(and why it wants to use ACTA to do so). But, the guess is that if it can
use Wikileaks as a proxy for including rules to block websites, how long
will it be until other 'dangerous' sites, such as Torrent search engines,
